Must have good command/expertise in following areas:

PHP (with OOPs),

MySql(with relational database),

Ajax, Webservices,

HTML, Javascript, CSS etc

 

Should be familiar with:

Oracle, SVN, YUI Library

 

Added Advantage:

Knowledge of SFDC or Oracle Apps is not mandatory but will be an added advantage
